In this focus, Lucas handles various types of legal matters including disputes with Pharmacy Benefit Managers (PBMs) and other third-party payors including Medicare and Medicaid. Lucas also regularly navigates administrative and regulatory matters, including frequently handling state Board of Pharmacy (BOP) matters. Matters with BOPs involve various legal issues,including advising and representing clients in BOP licensing, inspections, investigations, enforcement actions, and other related matters across many jurisdictions nationwide.
Lucas’s practice related to PBMs and other third-party payors includes audit disputes, reimbursement disputes, and network access issues. When necessary, Lucas represents these clients in litigation or arbitration. Lucas's in-depth understanding of the highly consolidated PBM marketplace, which is dominated by a small number of large, powerful corporations, allows him to counsel independent providers and operators on developing successful strategies for navigating this unique and challenging environment.
Lucas often speaks at industry events and is a frequent author of alerts and articles for various publications and trade associations. He has been selected for Rising Stars by Super Lawyers since 2020.

Outside the Office
Outside of his work, Lucas strives to live a well-rounded life and especially values quality time with his family and close friends. Lucas loves spending time by the ocean, especially in the Outer Banks, North Carolina where he has vacationed with his family annually for well over 30 years. Lucas is also passionate about music and enjoys concerts as well as playing the guitar, something he has been doing since he was a kid. Lucas also loves sports, especially college football – as a proud graduate of Ohio State, Lucas regularly visits Columbus, Ohio to see Ohio State football games (as well as family residing in Columbus).
